Amends the deadline specified in the Continuing Appropriations Act of 2020 to December 20, 2019 (Sec. 101).
Appropriates $7.28 billion to the Department of Commerce, Bureau of the Census and specifies that no less than $90 million is used for the delivery of Mobile Questionaire Assistance Centers for the 2020 Decennial Census (Sec. 122).
Amends the USA PATRIOT Improvement and Reauthorization Act by changing the sunset deadline from December 15, 2019, to March 15, 2020 (Sec. 1703).
Amends the Intelligence Reform and Terrorism Prevention Act of 2004 by changing the sunset deadline from December 15, 2019, to March 15, 2020 (Sec. 1703).
Prohibits any of the funds appropriated under this act to the Department of Justice from being used to prevent state governments from implementing their own laws that authorize the use, distribution, possession, or cultivation of medical marijuana (Division A, Title V, Sec. 536).
Prohibits any of the funds appropriated under this act from being used to pay for an abortion, except where the life of the individual seeking an abortion would be endangered if the fetus were carried to term, or in the case of rape or incest (Division A, Title 11, Sec. 202).
Prohibits any of the funds appropriated under this act from being used to require any person to perform, or facilitate in any way, an abortion (Division A, Title II, Sec. 203).
Authorizes the Department of Transportation’s (DOT) Working Capital Fund to provide partial or full payments in advance and to accept subsequent reimbursements from all federal agencies from available funds for transit benefit distribution services, provided that the DOT maintains a reasonable operating reserve in the Working Capital Fund, to be expended in advance to provide uninterrupted transit benefits to government employees, and provided further that such reserve can not exceed one month of benefits payable (Division D, Title I, Sec. 103).
Appropriates $69.16 billion to the Supplemental Nutrition Assistance Program for expenses needed to carry out the Food and Nutrition Act of 2008 (Division B, Title IV).
Appropriates $19.83 billion for tenant-based rental assistance as authorized under the United States Housing Act of 1937 (Division D, Title II).
Appropriates $6 billion for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), and requires no less than $80 million to be used for breastfeeding peer counselors and other related activities, and $19 million for infrastructure (Division B, Title IV).
Appropriates $15 million for cyber security initiatives, including upgrades to wide area network and information technology infrastructure, improvement of network perimeter control and identity management, testing and assessment of information of technology against business, security, and other requirements, implementation of federal cyber security initiatives and information infrastructure enhancements (Division D, Title I).
Appropriates $9.47 billion to the Federal Bureau of Investigation for necessary expenses of detecting, investigating, and prosecuting crimes against the United States (Division A, Title II).
Appropriates $6.77 billion to the National Science Foundation for carrying out the National Science Foundation Act of 1950, maintenance and operation of aircraft and purchase of flight services for research support, acquisition of aircraft, and authorized travel (Division A, Title III).
Appropriates $1.25 billion to the Department of the Interior for the management of lands and resources by the Bureau of Land Management, specifically the improvement, development, disposal, classification, acquisition of easements and other interests in lands (Division C, Title I).
Appropriates $1 billion for capital investments in surface transportation infrastructure (Division D, Title I).
Appropriates $952.34 million to the Department of the Interior for fire preparedness, fire suppression operations, fire science and research, emergency rehabilitation, fuels management activities, and rural fire assistance (Division, C, Title I).
Appropriates $302 million for the Great Lakes Restoration Initiative to carry out activities that would support the Initiative and Great Lakes Water Quality Agreement programs, projects, or activities (Division C, Title II).
Appropriates $274 million to the Census Bureau for collecting, compiling, analyzing, preparing, and publishing statistics, provided that the funds are used for promotion, outreach, and marketing activities of the Census (Division A, Title I).
Appropriates $36.5 million for transitional housing assistance grants for victims of domestic violence, dating violence, stalking, or sexual assault (Division D, Title II).
